I know through personal experience when defending my Empire Home from interlopers, pirates, and strangers in haulers (<-they might come back with warships if we don't kill them now), that the Global Criminal Flag makes you a target for all Legal entities owning sentry guns, to include the gallente, minmatar, and amarrian stations (and the navy) in the system. Further, should the Criminal Flag expire, but a flag against on of the corporations in system still be active, coming into range of those sentry guns will reset the Criminal Flag, which I have learned to my chagrin. The mistake has not been repeated.
I'd like to take a different approach on the stations in foreign powers though: the maintaining and monitoring of a station is cost prohibitive, and so the foreign power leaves the stations alone, except under extreme circumstances, trusting the station will abide by any and all agreements made between the parent corporation and the foreign power.
An example of this would run along the lines of Halburton in Iraq. The Iraqi Government can't really control Halburton, as it's much busier trying to control it's streets, and must rely on the US army to control the foreign contractors setting foot on its soil. As evidenced by the amount of corruption in these contractors, we can't really control them either (and don't posses the ******* to punish them, which is really sad).
My view is supported by the Chronicle "Stairway to Heaven" and a reminder that going planet side is rare and expensive (though what's a few hundred thousand isk to one of us?).
I would say that Para-military orginizations are just that, para-military. They are not military organizations, and hence would not be bound to the Yulia Convention with regards to the Empires. In truth these corporations and alliances serve the Empires out of a feeling of duty to a higher ideal, and have no legal requirement to serve. We can even forgo paying taxes on the various (and limited) services we do pay them on, if we are simply liked enough by an orginization in question. That further smacks of station independence within Foreign powers.
